What does this sign mean?

No parking, but you may stop to load
No entry for vehicles
Bus stop for buses only
You must not stop at all, even briefly

Why?

This blue circle with a red ring and red cross is the 'no stopping' (clearway) sign. It means you must not stop, even for a moment, so the road stays clear and traffic keeps flowing. Rule 109 of The Highway Code says you must obey signs giving orders.
