What do double yellow lines along the edge of the road mean?

No waiting at any time
Correct
Waiting allowed for up to one hour
Loading only, parking not allowed
Free parking after 6 pm

Why?

Double yellow lines mean no waiting at any time, as explained in Rule 238 of The Highway Code. This applies even where there are no upright time plates.
