You are approaching a level crossing in slow, queuing traffic. When should you drive onto the crossing?

Why?

In slow traffic near a level crossing, Rule 291 of The Highway Code says you must never drive onto the crossing until the road is clear on the other side, and you must never stop on the crossing itself.
