What is the earliest age at which you can apply for your first provisional car licence?

Why?

You can apply for your first provisional car licence when you are 15 years and 9 months old, but you cannot start driving a car on the road until you are 17. Holding the correct licence for the vehicle is covered by the document rules in Annex 3 of The Highway Code.
