At a pelican crossing the amber light is flashing and pedestrians are still crossing. What must you do?

Why?
Rule 196 of The Highway Code says the flashing amber signal at a pelican crossing means you must give way to any pedestrians on the crossing. Only when the crossing is clear may you continue.
