How is a puffin crossing different from a pelican crossing?

Why?
Rule 199 of The Highway Code explains that a puffin crossing has no flashing amber phase; its light sequence is the same as ordinary traffic lights. Kerbside sensors detect pedestrians so the lights hold until they have crossed.
