On a single carriageway, a car towing a caravan is driving slower than the other cars. Why is this likely?

Why?

Rule 124 of The Highway Code sets lower speed limits for vehicles towing trailers: 50 mph on a single carriageway and 60 mph on a dual carriageway or motorway. The car is obeying its limit, so be patient and overtake only when it is safe.
