There are double white lines along the middle of the road and the line nearest you is solid. What does this mean?

You may cross to overtake if the road is clear
You must not cross or straddle it, apart from a few exceptions
Correct
You may park along this side of the road
The road ahead is one-way

Why?

When the white line nearest to you is solid, rule 129 of The Highway Code says you must not cross or straddle it, except to turn into a side road or premises, or to pass a stationary vehicle or a cyclist, horse or road-maintenance vehicle travelling at 10 mph or less.
