What does a posted speed limit tell you?

The maximum speed, not the safe speed for every condition
Correct
The exact speed you must always drive at
The minimum speed allowed on that road
The speed that is safe even in fog or ice

Why?

Rule 125 of The Highway Code states the speed limit is the absolute maximum and does not mean it is safe to drive at that speed in all conditions. In rain, fog or ice you must slow down well below the limit.
