Can you carry three children in the back if only two seat belts or restraints are fitted there?

Why?
Rule 100 of The Highway Code says the driver must make sure every child under 14 wears a seat belt or uses an approved child restraint. You cannot carry more children than there are belts or restraints, so three children need three.
