Besides the tow ball, what extra safety device must connect a trailer to your car?

Why?
Rule 98 of The Highway Code says a trailer must have a secondary coupling. A breakaway cable or secondary coupling keeps the trailer attached, and applies its brakes, if it ever comes off the tow ball, stopping it running away.
