Who is responsible for making sure a vehicle is not overloaded and the load is secure?

لماذا؟
يضع القانون المسؤولية عليك أنت السائق. تنص القاعدة 98 من قانون الطريق على أنه يجب ألّا تحمّل مركبتك أو مقطورتك فوق طاقتها، وأن تتأكّد من أن أي حمولة (load) مثبّتة بأمان ولن تسقط أو تبرز بطريقة قد تؤذي الآخرين أو تُتلف الطريق.
The law places the responsibility on you as the driver. Rule 98 of The Highway Code says you must not overload your vehicle or trailer, and you must make sure any load is secure and will not fall off or stick out in a way that could injure others or damage the road.
