Who is responsible for making sure a vehicle is not overloaded and the load is secure?

Why?

The law places the responsibility on you as the driver. Rule 98 of The Highway Code says you must not overload your vehicle or trailer, and you must make sure any load is secure and will not fall off or stick out in a way that could injure others or damage the road.
