What is the minimum age at which you can normally hold a licence to drive a car?

Why?

You can normally start driving a car on a provisional licence from age 17, though some disabled people who receive certain benefits may begin at 16. You must hold the right licence for the vehicle, as covered by the document rules in Annex 3 of The Highway Code.
