Which combination of documents must a vehicle and its driver have to use a public road legally?

  • A valid licence, insurance, and tax (and an MOT if the car needs one)
    Correct
  • Only a driving licence
  • Only insurance and a full fuel tank
  • Only an MOT certificate

Why?

To drive legally you need a valid licence for the vehicle, at least third-party insurance, and the car must be taxed and, if old enough, have a valid MOT. Missing any of these is an offence. These core documents are listed in Annex 3 of The Highway Code.
