What does this sign tell you?

The maximum speed you may drive is 20 mph
Correct
Buses may travel at 20 mph
The minimum speed is 20 mph
The zone ends in 20 metres

Why?

The red ring means an order, and the number is the maximum speed — 20 mph. These low limits are common near schools and busy shopping streets to protect people on foot. Rule 109 of The Highway Code says you must obey speed-limit signs.
