A warning triangle only 'advises' you of a hazard. What is different about a blue circle that gives an instruction?
- The blue circle is only advice, like the triangle
- Neither type has any legal force
- The blue circle gives a legally enforceable order you must obeyCorrect

Why?
A red-bordered triangle warns you of a hazard so you can prepare — it advises. A blue circle gives a mandatory order and, like a red-ringed circle, it is legally enforceable, so you must obey it. Rule 109 of The Highway Code says you must obey all signs giving orders.
