An area of white diagonal stripes is bordered by a solid white line. When may you drive onto it?

Why?
White diagonal stripes or chevrons separate streams of traffic or protect traffic turning right. Rule 130 of The Highway Code says that where the area is bordered by a solid white line you must not enter it except in an emergency. A broken border means enter only if it is necessary and safe.
