Black symbols or text on a yellow background

Why?

Temporary signs at roadworks and diversions use black symbols or text on a yellow background so they stand out from permanent signs. Small black symbols, such as a triangle or diamond, mark emergency diversion routes. Rule 288 of The Highway Code says to obey all signs at roadworks.
