Why?
Where the line nearest you is solid, Rule 129 of The Highway Code says you must not cross or straddle it unless it is safe and you need to pass a stationary vehicle, or overtake a cyclist, horse or road maintenance vehicle travelling at 10 mph or less. A normal moving car does not qualify.
