You are driving in daytime fog. Which lights should you normally use?

Why?
Rule 226 of The Highway Code says you MUST use headlights in fog when you cannot see more than 100 metres. Dipped headlights are best, because main beam reflects off the fog and dazzles you; fog lights may be added but must be switched off when it clears.
