You are on a clear road with a 60 mph limit approaching a blind bend. How should you treat the limit?

As a target speed you should always reach
As a maximum, slowing for hazards you cannot yet see
Correct
As a suggestion you can safely exceed
As the speed to keep no matter the conditions

Why?

Rule 146 of The Highway Code says do not treat the speed limit as a target. Adapt your speed to the road and be prepared for hazards such as the road being blocked just beyond a blind bend.
