You are on a clear road with a 60 mph limit approaching a blind bend. How should you treat the limit?

Why?
Rule 146 of The Highway Code says do not treat the speed limit as a target. Adapt your speed to the road and be prepared for hazards such as the road being blocked just beyond a blind bend.
