In hazard awareness, what best describes a 'developing hazard'?

Why?
Rule 146 of The Highway Code says be prepared for unexpected or difficult situations and adjust your speed as a precaution. A developing hazard is one that is changing and may force you to act; a hazard you have passed no longer needs a response.
