Which of these road users is allowed to drive on a motorway?

Why?
Motorways carry fast traffic, so slow or unprotected road users are banned. Rule 253 of The Highway Code says pedestrians, cyclists, horse riders and mopeds under 50cc must not use them. Since 2018, learner car drivers may use motorways, but only with an approved driving instructor in a car with dual controls.
