A single amber light shows at traffic lights. What does it mean?

Why?
A single amber light means stop. Rule 109 of The Highway Code says the only reasons to keep going are that you have already crossed the stop line, or you are so close that stopping suddenly could cause a crash. Amber comes before red, not before green.
