Vulnerable road users
The Highway Code names the road users who are most at risk of being hurt. Which group does it include?

Why?
Rule 204 of The Highway Code states that the most vulnerable road users are pedestrians, cyclists, motorcyclists and horse riders, and that drivers need to be especially careful around them.
