Vulnerable road users
The Highway Code has a 'hierarchy of road users'. What is the main idea behind it?

Why?
The hierarchy does not give anyone automatic right of way. Rule H1 of The Highway Code explains that road users who can do the greatest harm, such as drivers of cars and lorries, carry the greatest responsibility to look out for those most at risk, like pedestrians, cyclists and horse riders.
